What should the U.S. learn from foreign education systems?

Over the years there has not been enough improvements in the education system in the United States.  For example, rigorous standards for teacher certification have failed.  Teacher average salary has risen only $3,454 since 1970. 
Gateway tests have not been a success and students are still required to take standardized test.  Although the United States spend more money on education than any other country teachers are not seeing the benefits of this.
